Here, I'll explain how the Dragon Balls work. There are, as we all know, three sets of Dragon Balls: The Earth Dragon Balls, the Namekian Dragon Balls, and the Black Star Dragon Balls. Any of these may be obtained in character, and as many as possible per character. The trick is not holding them all, hard as it would be, but obtaining them.
Below there is a list of who posseses any of the Dragon Balls. They may be owned by member's character, or even an NPC (non-player character). Even some of them are owned by no one, and hidden somewhere. Usually, these such Dragon Balls are guarded by an animal, or even some other creature. Before we get to the lists and methods of obtaining Dragon Balls, there are a few general rules about them:
1. Dragonballs can not go to the Otherworld. This includes Heaven, Hell, and even Snake Way. They also cannot go to places like the Dead Zone, or in things like the Mafuba. In short, they must be kept on a planet or in space. This wasn't in the series, but it prevents people from hiding it form everyone else. Mainly because, if that person dies, everyone else is screwed.
2. Dragon Balls can not be transported via Instant Transmission or other teleportation techniques, because they cannot be molecularly disassembled. If they are, the possesor blows up due to extreme energy release. Not in the series either, but this rule is also for convenience.
3) Dragon Balls can not be used to destroy/create a planet. This is Due to both the Law of Conservation and Matter, and the fact that it sort of unfair to the inhabitants. Could you kill a cute little bunny because you are mad at the people it lives with?
4. One can not be wished back to life more than once. Also, if a group of people is wished back to life, their deaths have to be related, like having the same cause of death. Murders have to be the same person.
5. If one being wished for denies the wish, it cannot be granted.
6. One being wished to life must be in the Otherworld. They also must be dead (obviously).
That said, on to the obtaining of the items. The first method, assuming that someone is in current ownership of a Dragon Ball, is to take it, either by being sneaky, diplomatic trade, forced trade, or killing them or defeating them in battle. This also depends on the character. Obviously, if the character is killed and there's no one to stop you, you can just take it. But in the case on a battle, the owner has to agree to it. But if that person repeatedly denies requests for a Dragon Ball-related fight, I may either take it from them or allow the requester to fight their character. If the owner doesn't reply within a week of the first post, the challenger wins by default and gets the Ball. This does not necessarily mean their character is dead, though. And if the owner posts in the Away board prior to the battle's post, it doesn't count.
Another method, is finding it. I will give you a location, and you must post a good-sized rp, showing your character obtaining the Ball. The number is chosen by me. Obviously, Earth Dragon Balls are only on Earth, and Namekian Dragon Balls are only on Namek. On the other hand, Drak Star Dragon Balls can be found anywhere except for the locations explained above in the rules.
As for the wishes you can make, Here is a list:

To have a certain ability (i.e. flying, instant transmission)
To have a certain item (not including another Dragon Ball)
To know something/someone
Out of Character:
+15 to Post Count
+5 Karma
